CapPlanr is a web app (with optional mobile companion) for project portfolio management that forces prioritization through actual team capacity and skill constraints, not optimistic spreadsheets. It connects to Jira/Azure DevOps to pull real throughput, cycle time, and backlog signals, then builds portfolio scenarios: what gets delivered, when, and at what opportunity cost. Leaders can compare funding options, pause/kill low-value initiatives, and see the impact on committed roadmaps. It also creates a lightweight “portfolio contract” per initiative: measurable outcomes, leading indicators, and explicit resourcing assumptions. The AI layer helps draft scenarios, flags unrealistic timelines, and explains trade-offs in plain language, but keeps humans accountable for decisions. This isn’t a replacement for existing PPM suites; it’s a pragmatic decision layer that sits on top of delivery systems and exposes the truth about capacity, dependencies, and risk.
