CivicSignal is a web-first corruption reporting portal for citizens, journalists, and civil society groups. Users submit incidents with optional evidence (documents, photos, links) and choose their anonymity level. AI then extracts key entities (agency, location, officials mentioned, procurement IDs), categorizes the allegation type (bribery, procurement fraud, nepotism, embezzlement), and clusters similar reports to reveal patterns and repeat offenders. A routing layer maps issues to the most likely responsible department or oversight body and generates a concise, standardized case summary that reporters can download or send to trusted NGOs/legal aid partners. A public transparency view shows aggregated, privacy-preserving trends by region and department, while a private dashboard lets moderators triage, deduplicate, and flag high-risk submissions. The goal is to reduce report friction, improve signal quality, and make systemic problems visible without exposing individuals.
