DevolveTrack is a web app (with optional mobile companion) that maps devolution in practice: which policy powers sit at federal, state, and local levels, and how those allocations change over time. It pulls from official sources (statutes, executive orders, agency guidance, budgets, intergovernmental agreements) and turns them into a searchable, versioned “responsibility ledger” by topic (e.g., housing, public health, transport). Users can compare jurisdictions, see timelines of authority shifts, and get alerts when a change affects their area. An AI layer helps classify documents, extract entities (agency, program, funding stream), and propose responsibility assignments—always with citations and human review. The product is not for casual voters; it’s for professionals who get burned by ambiguity: “Who owns this now?” The value is reducing time spent chasing the right agency and preventing compliance and funding mistakes.
