OfflinePulse is a mobile + web app that helps schools, libraries, and local governments quantify the digital divide using real-world, low-friction data. Field staff or community volunteers run short “connectivity check-ins” on Android phones that work offline: signal strength, speed tests when possible, device type, and a quick survey about affordability and usage barriers. Data syncs when a connection returns, producing neighborhood-level maps and reports that are actually defensible for grant applications and infrastructure planning. The app also supports SMS-based surveys for residents without smartphones, and generates a “serviceability score” per block or facility. This is not a magical fix for broadband access; it’s a practical measurement and reporting tool that reduces guesswork and helps organizations spend limited funds where it matters. Revenue comes from subscriptions for dashboards, reporting exports, and multi-site management.
