PlanReceipt

PlanReceipt is a web app (with optional desktop upload utility) that helps advocacy groups, journalists, and attorneys generate defensible, repeatable “receipts” for a proposed district map. Users upload a shapefile/GeoJSON and election/ACS data, then the app runs a standardized pipeline: compactness metrics, minority opportunity indicators, partisan symmetry summaries, and change logs versus an enacted baseline. The output is a structured report package: a narrative summary, charts, and an appendix listing every dataset version, parameter, and calculation step so results can be reproduced. It also creates a shareable “audit bundle” (hashes + provenance) to reduce fights over what data was used and when. This is not a map-drawing tool; it’s a verification and documentation tool designed for public comment, newsroom publication, and litigation support where credibility and repeatability matter more than flashy UI.
