PowerShift

PowerShift is a web app (with optional mobile companion) that helps governments manage devolution in the unglamorous, failure-prone middle: responsibilities, timelines, funding flows, and accountability. It provides a single system of record for devolved functions (e.g., health, transport, permitting), mapping each to legal instruments, required capabilities, budget lines, service-level targets, and handover milestones. Built-in checklists and evidence uploads reduce “we thought they had it” gaps during transitions. An AI layer can summarize lengthy agreements, extract obligations, flag missing prerequisites (staffing, IT access, procurement authority), and generate status briefs for executives and legislators. The goal is not policy debate—it’s operational clarity: who owns what, by when, with what money, and what’s blocking delivery.
