PreemptCheck

PreemptCheck is a web app (with optional mobile companion) that helps state and local government staff quickly assess whether a proposed ordinance, regulation, or program is likely to be preempted by federal or state law. Users paste draft language or upload a document, select jurisdiction(s), and get a structured “preemption risk brief” that cites relevant statutes, regulations, and key cases, plus a plain-English explanation of the conflict type (express, implied, field, conflict). It also generates a checklist of questions for counsel and a short memo template for internal review. This is an AI + traditional app: AI drafts the analysis and highlights sources; the product is built around workflow, citations, and auditability. It’s designed to reduce wasted staff time and embarrassing rollbacks, not to replace attorneys. Expect occasional uncertainty; the app is most valuable as an early warning system and research accelerator.
