SplitProof is a web app (with optional mobile companion) that helps state and local finance teams calculate, document, and defend revenue-sharing distributions. It centralizes formulas, eligibility rules, and source data (collections, population, service metrics) into a version-controlled workflow that produces audit-ready outputs: allocation schedules, variance explanations, and a clear “why this amount” narrative for each recipient entity. The app is not magic—data quality and policy ambiguity still exist—but it reduces the spreadsheet chaos that causes late payments, disputes, and audit findings. It includes a rules engine for common distribution methods (per-capita, weighted indices, hold-harmless, caps/floors), a reconciliation module to tie allocations back to treasury deposits, and a portal for recipients to view statements and submit disputes. It’s designed to be lightweight enough for smaller governments, not an enterprise ERP replacement.
