VoucherFlow is a web app (with a lightweight mobile companion) for local governments and program administrators to issue, track, and reconcile subsidies/vouchers (food, transport, childcare, utilities) with minimal fraud and fewer manual audits. It provides a single ledger of eligibility decisions, voucher issuance, redemption events, and merchant settlement—so finance teams can close books faster and investigators can spot anomalies early. The AI component flags suspicious patterns (duplicate households, rapid multi-merchant redemptions, abnormal redemption timing, merchant collusion signals) and generates audit-ready case packets with evidence trails. Recipients get a simple wallet view (QR code / token) and status updates; merchants get a redemption screen and settlement reports. This is not a “magic” eligibility engine; it’s a pragmatic operations layer that integrates with existing eligibility systems and payment processors, because replacing incumbents is unrealistic.
